1. Job Purpose
The Talent Management Lead is responsible for developing and implementing talent strategies across Learning & Development and Recruitment. This role partners closely with Business Leaders to build capability, strengthen talent pipelines, and ensure organizational readiness. The position focuses on strategic planning, system building, coaching, governance, while daily recruitment execution is managed by the TA Executive.
2. Key Responsibilities
A. Learning & Development (Primary Focus – 60%)
Partner with Department Heads to identify training needs, build annual L&D roadmap, and design training solutions for both office and factory operations.
Develop and manage internal training programs: orientation, compliance, technical skills, leadership programs.
Build and maintain training frameworks, competency models, and development paths for key roles.
Evaluate training effectiveness (post-training evaluation, ROI measurement) and propose improvements.
Manage training budgets, vendor selection, and training quality governance.
Support culture-building initiatives and internal communication related to learning.
B. Talent Acquisition (Strategic – 30%)
Work with HR Director and business leaders to define talent needs, hiring strategies, and workforce planning.
Provide guidance, frameworks, and KPIs for the TA Executive who executes daily recruitment tasks.
Lead employer branding activities, university partnerships, and talent pipeline programs (interns/trainees).
Govern hiring processes and ensure alignment with HR policies, competency standards, and SLAs.
Oversee critical/senior hires and support TA Executive in stakeholder management with department directors.
C. Talent Management & HR Projects (10%)
Support succession planning, performance review cycles, and talent review processes.
Coordinate with HRBP and HRD to identify high-potential employees and propose development plans.
Lead HR improvement projects: onboarding experience, competency framework upgrade, EVP, engagement activities.
Requirements
Bachelor’s degree in HRM, Business, or related fields.
3–5 years of experience in L&D, Talent Management, or HRBP; experience working with manufacturing environment is a plus.
Strong stakeholder management, communication, and facilitation skills.
Ability to work strategically, influence senior leaders, and lead projects independently.
Good English communication is an advantage.
