Senior Procurement Specialist - Vietnam - 34872

Technology and Engineering - Vietnam Ho Chi Minh City, Ho Chi Minh 

ROLES AND RESPONSIBILITIES:

  • Search new products, innovations and suppliers in the market.
  • Source services and goods of all company needs.
  • Negotiation with suppliers.
  • Consolidation, reduction and possible rationalization of supplier base. 
  • Complete vendor management initiatives that deliver and demonstrate cost leadership as identified by business.
  • Integrate with Global agreements where possible and develop regional and local agreements where applicable. 
  • Evaluate and improve vendor performance, including vendor established wellness plans, measurements and consequences. 
  • Implement scorecards and business reviews for selected vendors and share results with internal stakeholders and teams.  
  • Elaborate KPIs, SLAs
  • Do background check in the vendor selection process and guarantee that proper vendor due diligence is done before selecting a Vendor
  • Extract database from the available purchasing system to create reports or extra controls when needed.
  • Establish a vendor development plan when opportunity exits 
  • Keep updated industry market research including, major trends, cost drivers, competitive landscape, and future vision in order to develop vendor categories
  • Minimize exposure and risk to Nielsen.
  • Leads cost savings initiatives.

Requirements:

  • Strong analytical skills.  Ability to analyze data, spot trends and identify opportunities. 
  • Subject matter expertise in Sourcing and Procurement methodologies and functions. 
  • Experience in Purchasing systems.
  • Excellent organizational, communication and negotiation skills
  • Must be able to work within a team, including virtual teams and foster a team environment
  • Attention to detail is a must. 
  • Ability to work with projects ensuring quality deliverables, effective communication and project risk analysis
  • Be a creative problem solver
  • Work under pressure, have a high sense of urgency  


Key Accountabilities

  • Review requisitions for goods and services and request vendor proposals.
  • Create purchase orders and monitor approval process. 
  • Monitor shipments to ensure that goods come in on time, and in the event of problems trace shipments and follow up undelivered goods.
  • Follow applicable laws, regulations and policies.
  • Support approved purchase orders, notifies to supplier and internal clients. 
  • Coordinates with Finance and notifies vendors on invoice payments.
  • Ensure purchase orders adhere to Company Policies, supplier agreements and contracts; reports any non-compliance. 
  • Identify opportunities to achieve efficiencies and improve processes.  
  • Contribute to consolidation, reduction and possible rationalization of supplier base. 
  • Manage purchasing systems.
  • Support internal users in the purchasing process and system training 
  • Identify and execute category specific sourcing and vendor management initiatives designed to generate hard and soft cost savings. 
  • Track key vendor metrics including delivery dates, KPIs, on time performance, quality, etc. 
  • Ensure all contracts and associated vendors are in line with policies
  • React to the ever changing business environment to minimize exposure to Nielsen including managing bankrupt vendors, mergers and acquisitions.
  • Establish communication with internal and external stakeholders
  • Local liaison of Travel Program.  
  • Support corporate Social Responsibility initiatives; specifically Nielsen’s Supplier Diversity and Sustainability programs
     

EDUCATION AND/OR EXPERIENCE:

  • 3 years of progressive experience in Sourcing / Procurement 
  • Recommended Bachelor in Business Administration, Accounting or related fields
  • Advance English spoken, written and understood 
  • Knowledge on value added tax regulation, preferable with withholding tax
  • Experience in technology, telecommunications and contract manufacturing a plus
