National Programme Officer (Climate change)

Responsibilities and Accountabilities

• Act as IOM Viet Nam focal point in the area of climate change and migration, including humanitarian assistance.
• Provide support and expertise to different projects in relation to climate change and migration.
• Provide support to and participate in development of climate change and migration related projects/programmes.
• During emergencies, act as the IOM’s humanitarian assistance focal point (shelter and NFI support).
• Participate in relevant meetings/ workshops/conferences when required.
• Maintain good relationship/partnership with government implementing partners, and UN agencies in the area of climate change and migration.

Project Management

• Provide effective project implementation coordination in accordance with the approved projects’ documents and budget and in close coordination with all stakeholders.
• Identify risks and develops mitigation strategies, and remedial action to ensure key indicators and outputs of the project activities are met.
• Draft and coordinate all aspects of interim and final project reports for donors in coordination with the reporting officer, ensuring compliance with all donor reporting requirements, following IOM internal endorsement process.
• Draft and coordinates approvals and amendments of implementing agreements in coordination with COM, RMO and IOM Legal unit.

Project Development, Research and Communication 

• Map the landscape of potential and relevant Ministries and departments, and civil society partners to strengthen the capacity of stakeholders to address climate change and migration in Viet Nam.
• Assemble and process data required for planning and negotiation of project activities with Government partners.
• Initiate the design of relevant research activities on the intersection of migration, counter-trafficking, labor migration, humanitarian assistance and climate change.
• Develop relevant communications and promotional products and materials in alignment with IOM country and global communication strategies and materials, in coordination with the communication officer.

Donor and Multi-Stakeholder Engagement 

• Pro-actively participate in discussions and coordination with the donors, Embassies in Hanoi, Vietnamese Government agencies and civil society partners on the topic of climate change and migration.

Other Tasks:

• Provide technical and backstopping support to various teams in the mission.
• Perform such other duties as may be assigned.
