Main purpose of job:

The jobholder will be in charge of the Vietnam Network’s IT systems, telephone, and other communications systems. The successful candidate will have an important role helping design and implement IT policies, ensuring compliance by users with relevant rules and best practice, ensuring business resilience and continuity, regular maintenance and repairs and developing IT skills of staff and how they can best use the technology to improve business outcomes.

The jobholder will support the PSO and DPSOs maintain compliance with local security policy. The successful candidate will co-ordinate with London to ensure that local policy is up to date and relevant.

Roles and responsibilities: 

  • Design and implement all IT, telephony and VTC policies for the Vietnam Network leading on communication and operational implementation with IT and FCO Services colleagues in the region and London.
  • Ensuring there is resilience across all IT, telephony and VTC assets and that faults are prioritised and promptly addressed including through oversight and tasking of the Deputy ITSO
  • Design and lead the training and mentoring staff on how to best utilise computer, telephony and VTC systems.
  • Lead of Tech Overhaul change management programme devising and implementing the change in IT and processes we will use to develop more flexible working.  
  • Leading on the ITSO an security elements of business continuity and Crisis response planning and implementation.
  • Ensuring inventories and ensuring Security Operating Procedures are understood and enacted.  
  • Making effective use of IT budgets including prioritisation and procurement.
  • Line management of the Deputy ITSO based in HCMC who will work remotely to support Hanoi and occasionally travel to Hanoi when needed.
  • Providing regional ITSO expertise and resilience for bordering posts without trained ITSOs
  • Working as part of the Security Team within the Vietnam Network design, implement and oversee policies and practices to ensure that all FCO IT assets are secure.
  • Ensuring compliance of users with relevant operational and security rules and procedures.
  • Preparing rotas for required UK based staff duties to open and close the Missions
  • Conducting Spot checks to ensure compliance of rules and procedures
  • Briefing and security clearance of new LE staff
  • Due to the nature of the work of this role, and in order to meet security requirements, you must be a national of the United Kingdom, Canada, New Zealand, Australia, or United States. You should also be willing to undertake an extensive security check into your background.
  • Strong IT skills (hardware, software and services) and experience in IT support, with particular emphasis on computers but telephony and VTC technology also preferable.
  • Excellent problem solving and customer service skills.
  • Flexibility, personal resilience and capable of solving problems.
  • Strong communication and interpersonal skills.
  • Ability to work with minimum supervision.
  • Must be able to travel for short period to Ho Chi Minh City.
