Position summary

The main responsibility of Vice President for Research is defined by the duties as a member of Presidential Board of Vietnamese-German University (VGU) stipulated in Article 12 Charter on Organization and Operation of VGU, promulgated in conjunction with Decision 890/QDD-TTg dated 19.06.2017 by Prime Minister (Charter).

The Vice President for Research (VPR) supports and advances Vietnamese-German University's strategic research and innovation direction. The VPR oversees the provision of high quality central administrative support for faculty and academic unit research endeavors; oversees VGU's portfolio of university-wide centers and institutes to maximum benefit and impact; advances university-wide research goals as articulated in VGU's strategic plan; works with the president and deans to champion and support interdisciplinary research and collaboration that spans colleges; facilitates entrepreneurship and innovation; supports VGU's efforts to secure state funding for research; and works with other leaders and faculty across the institution to help maximize the benefits of research activity for the economic and social development of Vietnam and beyond.

The VPR also assists the university in donor stewardship and increasing philanthropic support of VGU's research, innovation and entrepreneurship enterprise. Attendance at fundraising/donor events is part of the VPR's job duties, and when attending such events, it is in an official VGU capacity.

The Vice President for Research is responsible for all university-wide externally-generated grants and contracts and provides the administrative leadership to the University community in supporting the University's mission for enhancement of research and innovation through technology transfer, intellectual property and regulatory compliance.

Essential duties and responsibilities

  • Supports and advances Vietnamese- German University's research enterprise.
  • Administers the VGU Research Office/Departments.
  • Oversees, coordinates and/or facilitates central research support programs, including those facilitating sponsored research, shared research instrumentation, university-wide research centers and institutes, research-related facilities and infrastructure, and interdisciplinary research that spans colleges.
  • Collaborates with relevant deans and the Vice Presidents for extension and engagement to provide support for research activities related to the university's research mission, including that undertaken in the VGU Research Laboratories and the VGU Innovation Hub.
  • Leads the development and implementation of a shared research agenda for VGU as a whole that is congruent with the university's strategic plan.
  • Champions the value of a research university with regional and national impact that also recognizes its responsibilities to the people, communities, businesses and organizations.
  • Works in effective partnership with the President and deans to advance research as one of VGU's three core academic mission elements: research, teaching and engagement.
  • Is the principal point of contact and represents Vietnamese- German University to major research funding agencies and foundations, to regional and national research consortia, to Vietnamese and German state agencies, regarding research at VGU, in regional, national and international consortia concerned with research in universities.
  • Develops and expands VGU's connections and collaborations with corporate entities, non-governmental organizations, academic leadership and other private sector partners.
  • Partners with the President and deans to set priorities and raise philanthropic funds for research, facilities and equipment.
  • Stimulates and provides oversight of central administrative programs supporting commercialization, corporate development and intellectual property management.
  • Advocates for excellence in research, scholarship and creative activities broadly defined, both externally funded and unfunded.
  • Leads and implements institutional priorities for equity, inclusion and diversity with respect to the research enterprise.
  • Administers institutional research funds and those funds made available externally on a university-wide basis for support of research and creative activity.
  • Ensures that all research complies with applicable state and university policies on scientific integrity, research subjects, safety, and serves as the institutional official for research compliance activities.
  • Serves as a member of the Presidential Board and may represent VGU administration in relations to the university faculty, councils, committees and external councils, as appropriate.
  • Serves as a member of the University Promotion and Appointment Committee.
  • Decision – making and guideline: The Vice President for Research (VPR) is responsible for making independent decisions regarding the university's research and innovation direction . This role has the decision-making authority for, and oversight of, the university's administrative support for faculty and academic unit research endeavors and provides leadership and oversight of the university-wide research goals. Decisions are made based on expertise and best practice within the areas of research and administration, which are accomplished in collaboration with the president and the university executive team and in alignment with university policies and the strategic plan.
  • The incumbent provides guidance and leadership in all research activities and funding as it relates to the university's research mission. The decisions made by the incumbent impact the entire university and how VGU is viewed locally, regionally, nationally, and internationally.
  • Authority to execute written documents that legally bind the university or obligate the university to commit financial or other institutional resources to third parties, in compliance with University Policy related to Contract Signature Authority

Supervision

The Vice President for Research reports to the President of the VGU and supervises the heads/directors of the units related to Research Development and Innovation.
