Main responsibilities and tasks: The Project Officer (PO) will be guided on technical topics by a backstopping team in Germany. He/she will perform the tasks in the areas of project development, coordination, as well as communication, knowledge management and monitoring, including:
A. Strategy Development
· Continuous monitoring of and collecting information on legal framework, market trends, available financing mechanisms and stakeholder landscape for renewable energy (incl. green hydrogen), process heat solutions and energy efficiency in the C&I sector.
· Contribution to developing and periodically updating the country strategy and operational plan for PDP implementation in Vietnam.
B. Stakeholder management
· Focused relationship management with Vietnamese companies and associations, regulators and financial institution.
· Regular engagement and coordination of activities with German companies and other partners of the German Energy Solutions Initiative.
C. Project Development
· Identify concrete project opportunities and future project partners with interest in cooperation and demand for the PDP relevant energy solutions (e.g. renewable electricity supply and storage, green hydrogen, process heat supply as well as energy efficiency).
· Act as a facilitator for project development: Support and advise stakeholders and potential partners in the process of generating, structuring and formulating project ideas and concepts.
· Conduct initial assessments of potential with regard to PDP eligibility criteria.
· Coordinate with the PDP Team in Germany or third-party consultants on designing technical solutions and cash-flow modeling in the C&I sector using selected simulation tools.
· Present results of project development to Vietnamese companies (off-taker).
· Provide or coordinate follow-up services to the Vietnamese off-taker, for instance tender preparation and evaluation, advisory on project financing etc.
D. Implementation of other project activities
· Plan, organise and implement target group specific activities for capacity development of local stakeholders and for facilitating market access for German companies identified in the operational plan contributing to KPI fulfilment and satisfaction of stakeholders, including a proper documentation and reporting.
· Identify Vietnamese-specific energy related tenders, which are relevant to German companies.
· Manage and aassist short-term experts / consultants assigned to projects/programmes in completing their tasks (e.g. auditors).
· Operational management of PDP-related administrative procedures with the implementation manager and the GIZ country office, such as contracts with third parties, travel bookings, visa procedures and others.
E. Communication, knowledge management and monitoring
· Represent PDP Vietnam in regional conferences, workshops, seminars and relevant events in collaboration with the PDP country manager.
· Prepare PR contributions, identify appropriate distribution channels in case of significant PDP events, and compile articles for newsletters.
· Continuously updating project status on the digital Project Development Platform including contacts of relevant stakeholders
· Ensure a continuous up-to date documentation of all PDP Vietnam related documents in the respective GIZ and PDP data management systems.
· Prepare reports on all project activities undertaken in Vietnam (esp. events).
· Compile an overview of programme activities, deadlines etc. as discussed in team meetings and present this regularly during the meetings.
· A master’s degree in energy, engineering, economics or related fields.
· At least 5 years of working experience in the C&I sector or consulting, preferably in project development, sales, business development, preferably in the energy sector.
· In-depth understanding of energy sector policies and regulatory framework conditions.
· Advanced technical knowledge of energy efficiency applications in the industry, process heat or renewable energies (PV, green hydrogen, biomass).
· Hands-on experience in developing energy efficiency, process heat or renewable electricity projects is an asset.
· Knowledge of or experience in conducting energy audits is an additional asset.
· Broad personal network within the energy industry and/or any other industry or commercial sector with high energy consumption, is a plus.
· Excellent communication skills, being at ease interacting with high management and presenting to large audiences.
· Convincing personality, excellent networking skills.
· Independent hands-on ingenious person with high level of self-motivation and organisation with an affiliation to work in a multicultural environment.
· Willingness to travel abroad and to project sites across the country.
· Excellent verbal and written French and English language skills.
· Fully computer literate in MS Teams, PPT, Excel and Word.
· Strong organizational competence, administrative and event organization experience is a plus.
