ABOUT VIN UNIVERSITY

VinUniversity is a newly developed, private, non-profit university in Hanoi, Vietnam. It was established by Vingroup with a mission to be the first world-class, internationally accredited and ranked university in Vietnam. VinUniversity has two overarching goals: to excel in teaching; and to produce graduates and research that contribute to developing the key economic sectors of Vietnam.
The formation of the VinUniversity Project has resulted from the collaboration of Vingroup with Cornell University and the University of Pennsylvania. Cornell provides academic consulting on Management, Engineering and Technology; and Penn focuses on the Health Sciences disciplines. Both Cornell University and the University of Pennsylvania are distinguished Ivy League institutions based in the United States of America. Cornell is involved in every aspect of the development of VinUniversity from infrastructure and campus planning to curriculum development and faculty hiring. Cornell’s SC Johnson College of Business is providing extensive academic advisement in a variety of areas, drawing from a wealth of faculty expertise at multiple colleges and units at Cornell University. Penn’s medical and nursing schools are functioning in a similar fashion to guide the formation of health science education at VinUniversity and to interface with Vinmec, Vingroup’s outstanding health system which currently encompasses 7 hospitals throughout Vietnam. VinUniversity aims to meet the QS 5-star rating standards and will include the following schools within the University: a School of Business, Hospitality, and Real Estate; a School of Engineering and Technology; a School of General Education; a forthcoming School of Health Services and Public Health; a School of Nursing; and a School of Medicine. The University will be an English Medium Instruction (EMI) institution and plans to open for the inaugural class of students in Fall 2020.
On November 14, 2018, VinUni started construction on the 23 hectare area, located within the mega-urban complex of VinCity Ocean Park (Gia Lam, Hanoi). VinUni’s architecture emphasizes the harmony of neo-classic façade with modern and high-tech interior design. Professors and students will find themselves equipped with modern lecture halls and classrooms designed for most advanced teaching and learning methods.

POSITION SUMMARY
Firstly, The Program Manager will manage all activities relating to the development and execution of Vingroup grant programs including the STEM program for Vietnamese high schools, STEMME500 and YAT50. Secondly, The Program Manager will coordinate with Vietnamese universities and research institutes, educational organizations, diplomatic missions in Vietnam, and foreign host universities for the recruitment, application, admission and program implementation. Thirdly, The Program Manager maintains constant vigil on details of Vingroup grant programs, initiate and develop processes for successful outcomes. Importantly, she/he must ensure quality in all activities, reflecting the high standards of Vingroup.

Reports to: The Operation Director

KEY ACCOUNTABILITIES
1. Oversee and manage the organization of major grant/scholarship events and activities in Vietnam
• The promotion campaigns of the grant/scholarship programs
• The outreach/recruitment campaigns of the programs
• The application processes of the applicants including applying for Vingroup grants and the university application process
• The Pre-Departure Orientation (PDO) programs for new cohort of awardees
• The departure preparation for the new awardees
• The Alumni activities to welcome returning awardees.

2. Manage all aspects of Vingroup grant/scholarship programs from application through completion of academic and training programs in the foreign host universities as well as in Vietnam
• Oversee the application process
• Oversee and assist Vingroup grant application in their application process to foreign universities and coordinate with the host universities
• Manage the health checkups for the awardees prior to their departure
• Manage the issuance and collection of grant letters for new awardees
• Oversee the international travel arrangements for the awardees
• Oversee the academic/training performance reporting procedure of the awardees.

3. Provide strategic inputs and initiatives for the operation and implementation of Vingroup grant/scholarship programs

4. Manage the administrative and logistic operations of Vingroup grant/scholarship programs
• Respond to oral and written inquiries from Vietnam, and as appropriate from the foreign host universities, regarding Vingroup grants/scholarship programs
• Communicate procedures clearly and makes timely and complete announcements
• Work closely with foreign host universities/institutes, building positive relationships and clarifying expectations and program details
• Provide input for the program budgets
• Create and maintain updated documents and forms for, and records of, the programs, including summaries and evaluations as well as contact information for applicants, program participants, and host universities
• Create and maintain all related online forms to obtain data for reporting purposes.
• Other assigned duties by the line manager

KEY SELECTION CRITERIA
• Have experience in an international development organization, non-profit agency, Vietnamese university, international education organization, …. with minimum of 5 years working experience in related field is preferred.
• A Bachelor’s degree in Education, English, library and information science/management, science education or management, a field related to international relations or related field is required. Studying abroad, in an English speaking country, is an advantage.
• Good knowledge of the Vietnamese and international systems of higher education. Knowledge also about resources for science and technology is desirable.
• Experience working with diverse populations and ability to communicate well in cross-cultural situations.
• Overseas experience is preferred through studying, living, or working in an English-speaking country.
• Ability to build and maintain relationships with foreign and Vietnamese government agencies and institutions as well as high-level government officials and scientists.
• Excellent in Vietnamese and English
• Master a coherent, progressive and creative thinking; to have a spirit and passion for education; to be able to take prompt actions with determination and be ready to take on new challenges.
• Ability and availability to travel in-country and internationally as required.

ENGLISH PROFICIENCY
English is the language of teaching and communication at Vin University. For this role, the minimum requirement is IELTS (Academic) with a score of at least 7.0.
For Higher Education roles, English Language Proficiency may also be proven by having completed PhD studies while being instructed through the medium of English.
